On April 7, 2026, a landmark webinar took place on the topic: «The Educational Process in Light of the New Requirements of the Law of Ukraine 'On Academic Integrity'». The speaker of the event was Yevhen Nikolaiev, one of the developers of the draft law and Deputy Director of the Educational and Scientific Institute «Academy of Teacher Education» at V. N. Karazin Kharkiv National University.

The Scientific Library of the State Tax University actively participated in this event, as according to the new legislation, the library's role is transforming from a «book depository» into a key guarantor of the transparency and quality of scientific research.

The Library within the Structure of the Law: What is Changing?

During the webinar, emphasis was placed on several critical aspects where library participation is mandatory:

Mandatory Expression of Gratitude: new norms emphasize that if the library assisted in literature selection or provided information support, the author is obliged to reflect this in the work. The phrase «The author expresses gratitude to the Library for help...» becomes not just a gesture of politeness, but a requirement of academic ethics. Publication of Works Before Defense: the university, through its subdivisions (specifically the library and repository), must ensure open access to qualification works even before the moment of their defense. This creates an effective mechanism for public control. Information Support: the library becomes the main consultant on issues of correct citation and working with sources, which helps students and faculty avoid plagiarism.

Artificial Intelligence: Challenge or Assistant?

Yevhen Nikolaiev paid special attention to the use of AI (Artificial Intelligence). The main message was:

«AI should assist, not replace the author. The key is not prohibition, but establishing clear requirements for declaring the use of AI tools in research».

Currently, the Scientific Library of STU is joining the process of developing recommendations for users on how to correctly display AI use in the reference list, based on our university's policy.
