Overview

The Educational Laboratory of Financial Investigations works with international partners and Ukrainian law enforcement agencies to develop and deliver specialized training on investigating financial crimes involving virtual assets. Our partnerships combine access to professional blockchain analytics tools, international training expertise, and a broad network of law enforcement end-users.


International Partners

Crystal Intelligence

Country: Netherlands
Partnership status: Memorandum of Cooperation (signed December 2025)

Crystal Intelligence is the company behind the Crystal Blockchain analytics platform — one of the leading tools used globally by law enforcement agencies, financial institutions, and Virtual Asset Service Providers (VASPs) for cryptocurrency transaction monitoring, risk assessment, and AML/CFT compliance.

Cooperation with STU includes:

  • Institutional access to the Crystal Expert platform for training and research
  • Joint delivery of practical training sessions on blockchain analytics for law enforcement (February–March 2026)
  • Framework for co-development of training curricula on cryptocurrency-related financial investigations

Crystal Intelligence experts have participated as trainers in the Laboratory’s events, delivering hands-on sessions on real-time transaction tracing, address clustering, and risk scoring.


DAI Global / UCIF Project

DAI Global implements the UCIF project (“Strengthening Ukraine’s Capacity to Counter Illicit Finance”) — a programme funded by the UK Foreign, Commonwealth and Development Office (FCDO) through the Integrated Security Fund. The project focuses on strengthening the capacity of Ukrainian government agencies and law enforcement to counter illicit finance, money laundering, and related threats.

Cooperation with STU includes:

  • Co-organization of training events at the STU campus (February–March 2026)
  • Joint delivery of the guest lecture “Cryptocurrencies Unmasked” (24 February 2026), opened by a senior National Police of Ukraine official
  • Participation in the pilot training program “Financial Crime Investigation Methodologies” (23–24 March 2026)

DAI Global’s Centre for Financial Integrity (CFI) serves as a key knowledge partner within the UCIF project, contributing expertise in financial crime investigation methodologies and international AML/CFT standards.

The selection of STU as a training delivery venue by a UK government-funded programme represents recognition of the Laboratory’s institutional capacity and relevance in the LEA capacity building landscape.


iSanctuary

iSanctuary specializes in sanctions compliance, intelligence, and risk management solutions. iSanctuary experts participated as guest lecturers in the Laboratory’s pilot training program (March 2026), contributing expertise on sanctions screening in the context of cryptocurrency investigations.


Cryptoforensic Investigators

Cryptoforensic Investigators is an international consultancy specializing in cryptocurrency forensics and digital asset investigations. Their experts participated as guest lecturers in the Laboratory’s pilot training program (March 2026), sharing practical methodologies for cryptocurrency crime investigation.


Law Enforcement Stakeholder Network

The Laboratory has established working relationships with eight Ukrainian law enforcement and anti-corruption agencies. These agencies participate in the Laboratory’s training programs as both learners and co-developers of training content, providing real-world investigative perspectives that shape the curriculum.

Financial Crime Investigation

Bureau of Economic Security (BEB)
Ukraine’s primary body for investigating financial and economic crimes, including tax fraud, money laundering, and illicit financial flows. BEB investigators were among the first participants in the Laboratory’s blockchain analytics training programs.

Asset Recovery and Management Agency (ARMA)
Responsible for tracing, seizing, and managing assets derived from criminal activity. ARMA’s participation is particularly relevant to training on cryptocurrency seizure procedures and digital asset management.

Anti-Corruption

National Anti-Corruption Bureau (NABU)
Investigates high-level corruption cases involving public officials. NABU investigators participate in training on tracing cryptocurrency flows linked to corruption proceeds.

National Agency on Corruption Prevention (NAZK)
Oversees anti-corruption policy, asset declaration verification, and monitoring. NAZK’s involvement extends the training relevance to the compliance and prevention side of financial crime.

National Security and Serious Crime

Security Service of Ukraine (SBU)
Responsible for national security matters, including sanctions enforcement and counter-terrorism financing. SBU representatives participated in the Laboratory’s training events.

State Bureau of Investigation (DBR)
Investigates serious crimes committed by law enforcement officials, judges, and other senior officials. DBR investigators bring complex, high-profile case perspectives to the training environment.

Policing

National Police of Ukraine (NPU)
Ukraine’s main policing body, with units specializing in cybercrime and economic crime. The involvement of a senior NPU official (First Deputy Head of the International Police Cooperation Department) in opening the Laboratory’s February 2026 event demonstrates institutional support at the national policing level. NPU qualifies as a Police Authority — a category specifically required for participation in Horizon Europe Cluster 3 (Fight against Crime and Terrorism) projects.

Prosecution

Office of the Prosecutor General (OPG)
Provides prosecutorial oversight over criminal investigations. OPG participation ensures that the Laboratory’s training addresses not only investigative techniques but also evidentiary standards and procedural requirements for successful prosecution of cryptocurrency-related crimes.


Areas of Cooperation Interest

The Laboratory welcomes collaboration with international organizations, law enforcement training institutions, blockchain analytics providers, and research bodies in the following areas:

Training delivery and curriculum development
Joint design and delivery of training modules on blockchain analytics and cryptocurrency-related financial crime investigation, adaptable for law enforcement agencies with varying levels of technical expertise and institutional resources.

Tool validation and end-user testing
Structured access to a network of eight Ukrainian law enforcement agencies as end-users for testing and validating investigative tools, training platforms, and analytical methodologies — in a high-relevance operational environment.

International research and grant projects
Partnership in EU-funded programmes (Horizon Europe, Internal Security Fund, CEPOL) and bilateral capacity building initiatives focused on combating cryptocurrency-facilitated crime.

Knowledge exchange
Sharing of regional expertise on cryptocurrency-related criminality in the post-Soviet space, including sanctions evasion schemes, conflict-related illicit finance, and investigation procedures adapted for resource-constrained environments.
