On March 22, the International Scientific and Practical Conference "Higher Education during Martial Law: Modern Challenges and Problematic Issues" was held in Rivne region, gathering over 230 scholars from 42 educational institutions in Ukraine, Moldova, Latvia, and France. The conference, initiated by the Research Institute of Public Law jointly with the Center for Ukrainian-European Scientific Cooperation, attracted significant interest among scholars from Ukraine and other European countries who came to Volyn to discuss problematic issues and prospects for the development of higher education in the face of modern challenges.

Specifically, 37 rectors and vice-rectors participated in this international event, including Oleksandra Smirnova, Vice-Rector for scientific work at the State Tax University. The representative of the STU delivered a presentation during the event dedicated to the challenges and opportunities of higher education.

During the conference, participants exchanged experiences and actively discussed important issues, including topics such as: "Social Effectiveness of Higher Education Institutions under External Influences," "Why the General Rule 'Effect of Law in Time' Does Not Apply to the Defense of a Doctor of Philosophy Dissertation," and "Problems of Functioning of Domestic Higher Education under Martial Law."

Among other topics, issues of academic responsibility of higher education institutions and corruption risks during the acquisition of a scientific degree in Ukraine were discussed.

Particular attention was paid to the problems of functioning of higher educational institutions in frontline regions.

In addition, conference participants considered the possibility of defending dissertations in EU countries, and also touched upon the topic of "Ukraine's Accession to the EU Civil Protection Mechanism for Higher Education Institutions and Key Aspects of Emergency Response." Issues of training medical specialists, which are also relevant in modern conditions, were not overlooked.

It should be noted that some participants from abroad joined the scientific discussions online.

Based on the results of the conference, everyone received a corresponding certificate, and some participants were awarded honorary titles and awards.

It is worth noting that the head of the State Tax University, Dmytro Serebrianskyi, thanked the organizers of the scientific and practical conference for creating a platform for professional exchange of experience and scientific discussion, as well as comprehensive assistance in the development of scientific cooperation.
